The goal of municipal home rule in some states of US is to facilitate local control and minimize state intervention in municipal affairs, so the municipalities and counties have the ability to pass laws in accordance to state and federal constitutions. For example: Cities under municipal home rule can change: the transit laws; permit construction laws; land laws but without over passing the state and federal constitutions.
