A persuasive essay if it is this type of this. You should have put a. b. c. and d. if they had that option. But I would say persuasive because Darryl it trying to encourage local agencies and community members to donate time and funds.

His intention is to compensate for an unfortunate event that resulted detrimental to his interest (the budget cut of the program he supports). People are being asked to join this cause and make this compensation happen, thus making Darryl's purpose clear.
