They allowed for the formation of land grant universities that would be funded by the grants from the federally controlled land of each state. The act was proposed by Justin Smith Morrill in 1857 and was passed in 1859. The second Morrill act was passed in 1862 and the third one in 1890. The first act gave 30,000 acres to the state of each Senator and changes were made with second and third acts.
