The United States Constitution is clear that only the Federal government can declare war against other nations, as opposed to individual states. It also states that only Congress has the authority to declare war--not the President.

It states that the president does not have the authority to start the war, only the congress is allowed to do so.

It was called Operation Overlord and it was led by Dwight Eisenhower.  It was composed of troops from America, Britain, Canada and Free-French forces.  The codename given for the amphibious landing was called D-Day where they assaulted the beachheads that was guarded by the Germans.  Americans suffered the most in their assault on Omaha Beach. Nevertheless despite the rough start, the Allies were able to liberate France and push forward to Germany.
