The issue should definitely be brought to the authority's attention so that adequate help can be achieved and the students are not denied proper educational support that can be extremely useful for them.

A teacher dealing with an overcrowded class and with no teaching support or material would have to collect material on their own and make sure the lessons are not being read directly from the book, rather, they can make sure the whole class is getting to participate in learning. Since learning material is short, the teacher can make cue cards to distribute around and help kids learn important things from the lesson. This will also engage the whole class in the learning process.
