 <span>They drafted, or conscripted, most of their troops. For the North, it was the first draft in U.S. history and not well received (see the New York Draft Riots). The Union draft also allowed men to pay others to take their place in the draft. 

The Southern draft was enforced by the Confederate Home Guard, technically made up of men too old or too young to serve at the front. My ggggrandfather was a native of Winston County, Alabama, and was shot in the back when he refused the Home Guard's request that he report the Confederate Army. (Winston County, btw, tried to succeed from Alabama when Alabama succeeded from the Union earning it the name of the Free State of Winston.) 

Early on, both sides filled their armies with volunteers. However, as the war went on and casulties mounted, volunteers became few and far between, resulting in the draft. 

There were no mercenary units recruited by either the North or South to fill the armies. However, Union recruitment officers made a point to greet incoming immigrant ships and impress military-age immigrants into the army.</span>

Basically anything German was banned and looked down on. German fairy tales, culture, etc were basically prohibited.

Shays' Rebellion was led by Daniel Shay and Job Shattuck to overthrow the government, which was still going along with the Articles of Confederation, it happened a bit later than the date you said though.

The Articles of Confederation gave the states more power over the government, which could be considered both a pro and con, as it made the government weaker. But don't blame them too hard, they had just broke free from King George III for the exact reason of overpowered government, or monarchy.

Under the Articles, Congress had the power to establish laws, declare wars, and had control of the postal service. However, they were unable to enforce laws, also able to make peace, etc.

Both businessmen and farmers alike were upset with the system the new government had, so there's that.

It's probably best that they changed the government's ways to give themselves more power because you can't really trust every state to make the right decision. With a stronger government, there are also stronger laws.

If we are speaking in today's definition, then the answer is the political ideology that focuses on social issues and progressive policies, larger government, if you mean classical liberalism, that is completely different. The focus there is on property and a focus on individual liberties rather than group necessities.
