Further Explanations:

Social Security Act is the act that provides general welfare by instituting a system of central old-agee benefits. It also ensures that the States are delivering adequate provisions for old age workers, blind persons, crippled children, public health organization and other welfare organizations. It also administers the employment compensation; formulate a Social security Board, raise revenue and various other services.

After much of the debate, the act was passed by congress to provide benefits to the individuals on the basis of their past income. The congress passed the act on 14th August 1935 and was engaged in law by Roosevelt. The act finally placed the economic burden of the American Citizens on the shoulders of the administration.
