All of these answers have merit, but I think C is the correct answer. If the top military leaders, whom of which represent the Imperial Army and Navy were to be put on trial for war crimes, than they are without an integral part of their forces and direction. And they could not rise back up again militarily if they did not have military leaders to begin with.
