You can find your rate of change by using the slope formula:

\frac{y_2-y_1}{x_2-x_1}

You can use the first two points you've been given, starting with the least. These two points are (0, 0) and (1, 35). Just plug these into your formula and solve. 

y_2 = 35 \\ y_1 = 0 \\ x_2 = 1 \\ x_1 = 0

\frac{35-0}{1-0}

\frac{35}{1}

35

35 will be your answer.
