well, clearly they didn't help towards Democracy, since being a religious material, they're more leaned towards Theocracy.

the 10 commandments of the Hebrew Bible have ethical considerations, like not lying, respect your neighbor and so on, and therefore, that seeped through to the Legal system, which is a system for Ethics and conduct in society, as well as the Political system.
