The Korean War was fought against not just North Korea, but communism. That goes the same for the Vietnam War. And the Cuban Missile Crisis was HUGE. The fact that the Soviets were storing nukes so close to America, was a huge threat, and almost caused a Cuban war, because of the Bay of Pigs. They thought it would spark up something against the communism stored there, which it did not.
About 15 minutes or less, as the missiles were ICBM's (intercontinental ballistic missiles) and had/has massive power behind it's impact and launch, essentially devastating the targeted area within minutes from launch.
