The United States Constitution is the supreme law of the United States. The Constitution, originally comprising seven articles, outlines the national frame of government. Its first three articles embody the doctrine of the separation of powers. Articles Four, Five and Six introduces concepts of federalism, establishing the rights and responsibilities of state governments, the states in relationship to the federal government, and the shared process of constitutional amendment. Article Seven describes the procedure subsequently used by the thirteen States to ratify it.

The Democratic Party believes in cutting taxes for the middle and lower classes and raising them for the upper class. They also want to limit the top marginal rate, believing it punishes those who have worked hard and invested well. Republicans also wish to make the Research and Development tax credit permanent. These three tax reforms combined, Republicans believe, will encourage and promote entrepreneurship. They also believe in encouraging saving and investments by implementing a tax credit for investments. However, despite their support for lowering taxes, Republicans do believe that tax cuts or tax incentives without any balancing spending cuts are detrimental to the economy.
