race I want you to be." In the history of race in the United States, who has played the largest role in dictating racial categories, as we understand them today?
The court is responsible to create the concept of race and what must be done about it. A good example is the Jim Crow laws which played a central role in the segregation policies. It was just laws, but created concepts such as "different ones" and "black people as dangerous". When James Horton says that "you give me the power, I can make you any race", it means that laws and judgments are man created, such as race, and you believe what you want to believe.
