  • In this system a governing body is organized that in most cases we know under the name of "municipal council".
  • Legislative functions are assigned to a person named as the <em>"manager".</em> His role is similar to that of a company director and is expected to manage the board of directors.
  • It is also common for another person to be assigned the role of "mayor", especially in a symbolic manner and if compared to the operation of a company, he would serve as a non-executive president.

Commission System

  • In this system of government people choose by vote different persons  (commissioners) to work in a specific group or board of government.
  • Each one of these elected persons assumes a responsibility according to the needs.
  • A commissioner can be appointed as <em>"president"</em> or <em>"mayor"</em> and his role is to lead the meetings.
  • This group or commission has legislative and executive functions.
