Most Protestant reformers appeal to various groups across Europe because peasants and artisans were the victims of violent social and economic dislocation. In prison systems, work release programs are done for the purpose that allows prisoner to leave confinement and to continue working at their current place of employment but would have to return to prison once the shift is done. This can only be given to those prisoners who can already be trusted. Work release programs are done so that these prisoners can still be productive despite of being confined. Hope this answer helps.
