When the Government has complete rule without hearing the voice of the people, it would be called an Autocracy. An Autocracy is where the Government has all the power without fear of a check and balance system or worrying how their citizens feel about their decisions. It is a Dictatorship, for example, take North Korea for instance; Kim Jong-un has complete control of the country and the people residing in it, all must follow the laws and there is no voting like in a Democracy.
