In 1939 it was decided that the Second Amendment fixed, according to the new understanding, the individual right to the possession of arms of any and all American citizens. Two years later, the Court decided that the Second Amendment was binding on States. Yet legislation on weapons varies greatly from state to state and results in heated political and legal disputes.
