Three years after Ford granted conditional amnesty to draft dodgers, President Jimmy Carter granted a pardon to most draft dodgers without a requirement of public service.  This was in fulfillment of a campaign promise where he’d promise to grant unconditional pardons to men who had evaded the draft during the Vietnam War
