Let being these two angles : angle A and angle B
we know that complementary angles assumed make 90 degree so 
m<A +m<B = 90 degrees 

and given again angle A is proportional inverse by 0,25 and angle B by 0,1(6)

A = 0,25 *x
B = 0,1(6)*x
A+B=90

0,25x +0,1(6)x =90
x(0,25 +0,1(6)) = 90
x(0,41(6))=90

x = 90/(0,41(6)) = 216,3

measure angle A = 0,25*216,3 = 54,075 degrees 
measure angle B = 90 -54 = 36 degrees
