Explanation:

Laws are evaluated under the bill before they can be released publicly or be considered to be a law.

The bill is produced by a legislator and then it goes to the Senator and the house of representatives who debate and pass it on to other committee and budget committee before it can go to the Executive to be published as the law.

A regulation is invented by government agency mostly in order to put into action the invented law and it doesn't go through the bill.

A public hearing is usual called in order to decide on whether the regulation can be put into action, changed or not accepted at all.
