The process for a bill to become a law is the following:  First of all, you must know that any type of law or legislation starts from an idea that only member of the Congress can introduce at any time at the House in session. When the idea becomes a written text which is the bill, a member of Congress has to present it in Congress by eventually be the bill’s sponsor. Now, here comes the answer of the question,<em><u> after the bill is presented and sponsored, it is referred to the appropriate committee action in order for them to debate on it and marks up the proposed bill.</u></em> After that, the committee members propose changes if necessary and vote in favor (to accept) or opposing (to reject) to them, then, the bill pass to the next step.

Also, bill can be private or public. It is private when it affects a specific organization/person and it is public when it affects the population in general.
