Benjamin Franklin was the one who did this.
The delegates agreed they needed a national government. But they were afraid of making one that was too strong. They believed that most of the powers of government should be kept by the states because citizens could control state governments more easily than they could control a national government.
For the same reason many others were. There were many people who believed that they should have the right to rule the country which led to a lot of infighting. This was common for countries that gain independence, especially in Africa where tribes still fight for control nowadays even though the age of colonization is over.
