Put the values of x to the equation of the function f:

f(x)=\dfrac{x+21}{9x-3}\\\\f(2)=\dfrac{2+21}{9(2)-3}=\dfrac{23}{18-3}=\dfrac{23}{15}\\\\f(0)=\dfrac{0+21}{9(0)-3}=\dfrac{21}{-3}=-7\\\\f(-1)=\dfrac{-1+21}{9(-1)-3}=\dfrac{20}{-9-3}=\dfrac{20}{-12}=-\dfrac{5}{3}

so now we arrange these from the least to greatest:

 now we equate this with the original values so the answer will be:
