1902 constitutional poll tax amendment happened.  You required  a tax payment receipt to vote. One bad thing could be that not everyone could vote now due to that not everyone had a receipt. Another bad hing could be that woman could not vote now.

Voters had to produce a tax payment receipt in order to receive a ballot. This greatly reduced the number of people that voted multiple times in the same election. A negative effect of the poll tax was that the financial burden of such a tax made it less likely that poor people would vote.
