You need to find out how many hotel rooms are on one floor, and then multiply that by 28. So each room is 16ft x 28ft, which comes out to be 448ft^2. Then to find how many of these rooms go onto one floor, you must divide 18,000 by 448. This equals about 40. So 40 rooms per floor, times 28 floors is: 1,120. And that's your answer!
