During the Depression, National Youth Agency pumped $1 million into New Mexico. When the program's budget was decreased, Chavez worked to keep funding which also saved the New Mexico School of Mines. After World War II, when funding was threatened again, Chavez changed it's mission to preserve funding. After 1941, the National Youth Agency trained youth for the defense industry to meet the labor shortage due to war.
