  1. The Mongols used qualified people wherever they were needed/Mongols placed Arabs in Russia/Persians in China because they were qualified
  2. Working bureaucracies were kept in place
  3. Many local rulers maintained their position as long as they paid tribute/provided troops/pledged loyalty/kept good order
  4. Chinese bureaucrats still did their jobs as long as they did not cause the Mongols any trouble
  5. Local Persian rulers stayed in power if they cooperated

There were many reasons that led to Secession which ultimately led to Civil war.

Explanation:

Before the Civil War, the country was divided between North and South. Secession was withdrawal of 11 states where slavery was legal from the Union. This was followed by electing Abraham Lincoln as the President. There were many issues between the two states which included the beliefs like one wanted more States Rights while the other wanted the federal government to control the states. Then there were differences over taxes. But the main issue was still slavery. It was legal in South which was then gradually banned.  

The Civil War broke out as a result of all these issues. Since the time of the American Revolution, two camps emerged when it came to the role of government.

By the end of World War II, the United States had established itself as the world's leading power in economic, political, and military terms. This mainly happened due to a number of factors:

-On the one hand, the war had ended the imperialist aspirations of Germany, Italy and Japan, reducing their influence and capacity to minimal, almost peripheral levels.

-In the case of the United Kingdom, France and the Soviet Union, these countries had suffered the war in their own territory and for an extended period of time, with which the material, demographic and economic damages were considerable and had diminished their power.

-in contrast, the United States had not had (except the attack on Pearl Harbor) direct consequences of the war on its territory. In addition, America entered the war 3 years after its inception, with which the political and economic wear was less.

-During its period of neutrality between 1938 and 1941, America dedicated itself to large-scale trade with the Allies, enlarging its trade surplus.

-In addition, the United States granted large amounts of loans to these countries, with which they owed not only large sums of money, but an enormous gratitude for the assistance in conflict, which would result in political power.

All these factors contributed to the imposition of the United States as the first world power at the end of the war.
