People did not support Napoleon. He came to power in a military coup d'etat. France was already under military occupation and they were beginning to trust the army more than the government.
Some struggles could be how people choose to promote others.. their promotion could flop causing not a lot of viewers to find an interest in voting for them. another struggle could be a bad reputation. if they have a bad reputation, viewers will find the candidate as a untrustful president.
