Well you could ask yourself:

"Does the website contain reliable information?"
 "Is the website outdated?"
 "Is there a way to contact the creator of the website?"
  "Have other credible people cited this source?"

Since the website is the *official* government  site for the whitehouse, then yes the source can be counted as credible.
