US Commodore Matthew C. Perry´s mission was to make Japan open to trade. He first arrived in 1853, conveying a letter from the president of the United States.  He returned in 1854. Japan was closed to the outside world by the Tokugawa shogunate, only Dutch vessels were permitted to anchor at Yokohama´s bay and conduct limited trade with the Japanese.
