Dilation means to stretch. So if these unknown lengths were dilates/stretched by a factor of 2 and resulted in the ending pictures, just divided all the length by 2 to find the original lengths

It depends on how much the tax is. You take however much tax it is, and make that number and turn it into a decimal, move it two to the right, and multiply your tax by $10.50. But you DON'T do anything to the $10.50.
