In both civilizations, the Kings or Pharaohs were revered as gods because people believed that they were the direct representation of the gods on Earth. For instance, in Egypt, RA was the god of Sun, and many Egyptian Pharaohs added the RA to their names: Amon-RA, Ramses I.
