The Treaty of Versailles.

The First World War ended with the defeat of Germany, Austria Hungary, Turkey and Bulgaria (Central Powers) and the Entente Powers (USA, UK, France, Russia, Italy). The treaty effectively ended the state of war that existed between Germany and the Allies, and it was drafted formally after the surrender of Germany. The treaty is one of the most important peace treaties that has been studied in history, and has been judged in terms of its unfairness by labelling Germany as the sole aggressor of the war, and forcing it to pay a very heavy war indemnity, along with reparations to the Allies, for damages caused during the war. The treaty disbanded the naval forces of Germany and severely limited its armed forces, and crippled the German economy. However, the Senate refused to ratify the terms of the Treaty, which was personally negotiated by President Woodrow Wilson, as the President refused to include certain amendments within the treaty.

The U.S. Senate condemned the Treaty of Versailles to be too harsh to Germany and decided that it did not take into account the severely damaged German economy, which would make it impossible for them to pay such heavy war reparations. Also, the United States was committed to a policy of non-involvement, and this defeated the vision of President Woodrow Wilson of an idea of a collective organization called the League of Nations, which would work for maintaining collective peace and security. The republicans within the Senate would approve the Treaty only if certain terms were amended and reservations were adopted. The reservationists, led by Henry Lodge, submitted a report with the recommendations on the Senate Floor, causing President Wilson to withdraw the proposal of ratification of the treaty. The Versailles Treaty was thus defeated on the Senate floor, and the United States never joined the League of Nations in any official capacity.
