The author points out that some pilots may feel tempted and motivated to perform dangerous maneuvers while flying an airplane. The adrenaline of that moment is very exciting and can cause pilots to take risks even if they are later punished. The problem with these maneuvers is the danger they present and the apprehension they can present in cities due to the fear that citizens may feel when they see risky and completely unpredictable maneuvers.

This can be seen in the following lines:
