This treaty allowed Americans living on the western side of the Appalachian Mountains to store their goods and use the port to transport these goods free of charge. In 1802, the Spanish revoked the treaty. This upset many Americans and caused tension between the Americans and Spanish, as well as the French, who were rumored to have retained their claim to part of the Louisiana Territory. President Jefferson tried to ease the tension by sending a delegate to France to negotiate solutions to these issues.
