Solution :

Ratio of dimensions is :

R=\dfrac{20}{4}\\\\R=5

Now , options with same ratio will be useful to make scale diagram :

a) 4/1 = 4

b) 200/40 = 5

c) 5/1 = 5

d) 4/2 = 2

Therefore, options b) and c) are useful to make scale diagram.
