The president serves as Commander in Chief of the armed forces, signs or veto legislation passed by Congress and appoint federal judges with the advice and consent of a majority of the Senate. He/she has the power to negotiate and sign treaties, to run the executive brunch, to appoint federal judges and to report to  Congress. But, the President has NOT power to enact legislation by issuing decrees  and to declare war.
