His policy was more on the defensive side than offensive. The Marshall is an example of this because it shows how he used the economy to 'take care' of other countries.

The policy presented by Truman is defensive, that is to say, a policy of containment in which it was sought to curb the Communism imposed by the Soviet Union and which was considered a threat to American capitalism, considering it as an interventionism of this nation to the underdeveloped countries.

The words that Truman presented to welcome this policy of containment were: that people should be helped to shape their own destiny, presenting two forms of life: the first was the individual virtues and the second was the suppression of the same by a minority. The citizen was free to choose which way of life he wanted to lead.
