Its Suggested that when driving in wet conditions you decrease your speed by 1/3 So if your driving 45 normally in that situation then you'd want to decrease to about 25 mph in those conditions

It follows a linking verb. There is no linking verb in the sentence so predicate nominative is not an option. An appositive is a noun phrase that renames or describes the noun next to it.
