First of all, the water will not be able to drain back into the soil because concrete is not as porous as soil. this would reduce the amount of water in underground aquifers.
also, wafer will be able to run off faster on concrete and it would be able to with a large field, which would likely result in both flooding. both of these would likely speed up the water cycle and cause bad effects for humans.
