Vertical shift is 1 unit down.

Maximum value is 3

Minimum value is -5.

EXPLANATION

The given function is

y = 1 + 4( \cos(x) -  \frac{1}{2})

This is the same as,

y = 1 + 4\cos(x) -  2

y =  4\cos(x) -  1

The vertical shift is 1 units down.

The maximum value is 4-1=3

The minimum value is -4-1=-5
