The author is implying that the father is two completely different people when at different locations. Like at home he might be a completely lenient, nice guy, but at church, he's a strict, mean person, etc.. that's mostly the gist of it, I hope this helped!

One activity that I don’t like doing is public speaking. When public speaking I feel as there is no time for breaks. When writing a test u can stop for a moment and breathe, but speaking publicly doesn’t give you that option. Alone. No one to hold your hand. You try to ask for help, but no one believes you. Did I do this right? Did that sound weird? Please don't make fun of me. Feeling of worry. Feeling that you're not enough. Feeling.. Lost. Your whole life feels wasted. You can't see it but it's there. This invisible monstrosity upon you. Every night you lay in your bed crying, wanting this to be over.  

Another day, same routine. Get up, school, sleep. For what? A picture. Of You and (insert friend name here)  (insert activity) You find your box of old (activity supplies) a smile on your face. Jem had to go back for his pants because the lie Dill told to Atticus didn't involve his pants being destroyed, only lost. He said he had lost them in "strip poker." Jem couldn't argue with that lie and come up with a better one where the pants were actually destroyed or else he would risk exposing the lie, so he had to go along with it.

If he hadn't come up with the pants relatively soon, Atticus would have punished him for losing them permanently, a punishment Jem seemed eager to avoid when he said he had not been "whipped" for a long time and he didn't want it to happen again. He clearly has a healthy respect for Atticus and is also afraid of the whip, as he should be. Atticus would have either punished him for losing the pants (something it would cost money to replace) or have punished him for lying, had he found out how the pants were really lost.

So, Jem really had no choice but to go back for his pants, as scary as that prospect was.
