Technician A is right, horsepower information can be used to compare power of automobile engines, one horsepower can move 33,000 foot-pounds in one minute. But to measure the efficiency of a car itself you need to consider the weight of the car as well, if you have a light car it will performance better than a heavy car if they have the same horsepower.

Technician B is right, now manufactures will definitely list the horsepower in product information brochures or advertising including the manufactures website and most of car's manufactures are not printing the car manuals at all anymore, so they offer car information about engine output online or in different digital formats as well.

Correct answer is C. Both A and B.
