Chargaff's rule says that there is always equality in quantity in between the nitrogenous bases adenine & thymine, and  guanine & cytosine. In other words you can say that chargaff explained that the quantity of the DNA has 1: 1 ration in between pyrimidine and purine bases and amount of guanine should be equal to the cytosine and similarly with adenine and thymine.

In this case adenine is 22 % so thymine would be 22 % as well the so thetheir respective binding bases would be 28% in cytosine and guanine.

Thus, the correct answer is - 28%.
