Citizens supported a stronger central government          Both. When the South susceeded, it formed the same sort of government as was in the North. You might get this wrong, but it is the actual answer.

Citizens supported a strong state Government                 South. How could it be both? While in confederation, the south wanted slavery and that meant a strong state government. When the South broke away, they formed a central government that was much the same as that in the north.
