For lines to be parallel they must have the same slope.  Since our reference line is y=5x-7 the parallel line must have the same slope, in this case 5.

So our parallel line thus far has the form:

y=5x+b, using point (-1,-3) we can find the y-intercept or "b"

-3=5(-1)+b

-3=-5+b

b=2  so the parallel line is:

y=5x+2
