C: The Federalist Papers made members of the Anti-Federalist party angry, and they protested the Constitution.

<u>Explanation</u>:

In around 1780s, 'The Federalist Papers' had written about eighty-five letters to newspapers to wish for the approval of the U.S. Constitution. Federalists wished that the central government to be strong. The Anti-Federalists thought that if the government becomes strong, it would threaten the control and prestige of the states or individuals.  

So, antifederalists like Thomas Jefferson, demanded to include 'Bill of Rights' to protect the personal freedom of the people. Initially, Federalists argued but eventually they included the 'Bill of rights' in the Constitution.
