Machiavelli suggested a leader to be feared than being loved as in general men are claimed to be ungrateful, fickle, false, timid, greedy, and till his succeed period they are completely yours.

When it is not needed, people are even ready to offer their blood, life, belongings, and children too. But when the need approaches they just become against the prince. And thus, the prince gets ruined by relying entirely on their promises.

Machiavelli mentions a number of clear cut inherent qualities among humans. According to him, people are distrustful of sincerity or integrity.

Vast means too large to see and trunk less means Legs without a body. If referring to problems that is a figurative way of saying it is too large of a problem and being trunkless means no substance. And too many little things building up to too many things.
