Thomas, believing that there is no special form of government predetermined by God for all people, at the same time, considered “mixed” form as the best, in which the principle of unity represented by the monarchy would be combined with the principle of administrative control exercised by the best people and with some degree of public control - say, through the election of part of the officials. So, if we resort to modern terminology, we can say that Aquinas preferred the constitutional monarchy. But whatever the state structure, the main thing remains the requirement that the ruler or rulers feel obligated to ensure the common good and take full care of it.
