1st Sentence: Both

2nd Sentence: Anti-Federalist

3rd Sentence: Federalist

Explanation:

Both sides believed we needed some form of governing body. But federalists believed more so that the government should control the country,  where as anti-federalists believed that the colonists should be more in charge.
